cool...actually discussing something we learned about in college!

Organizations probably determine their policies on what the founders of the company believes in how best to run the businesses.

I am a supervisor for a company and tend to believe in theory y management style, but I find that most of the rules that govern employees actions are geared to theory x type of working enviorment. So, for my employees I let them relax when we are slow and they know to work when we are busy.

As long as they accomplish their tasks, I am fine with the work they do...but to answer you question, I believe it starts with company culture, and goes from there.
