Fraternal twins can still look alike. Fraternal just mean that they each were conceived in separate eggs. Identical twins are conceived from one egg that splits into two.

Perhaps they are Polar Twins...most are considered Fraternal because it would take a DNA test to determine if they were Polar or not.
Polar Twins are:
Polar body twinning is very unusual and very rare. The process is quite complicated. The polar body appears when the egg has been developing, even before fertilization. It is a small cell that does not function and will usually degenerate and die. It is thought that in some cases, when the egg is old, the splitting off of the polar body takes place in an abnormal way. It then becomes larger, receives more nourishment, and does not die as it usually does. Instead, it acts as a second egg. The polar body and the egg share identical genes from the mother, but they may then be fertilized by two separate sperm from the father. This will result in twins who share half their genes in common (from the mother) and the other half different (from the two sperm). They share some features of identical twins and some features of fraternal twins and thus are so-called half-identical twins.

Fraternal twins are the result when two different eggs (ova) are fertilized by two different sperm. This leads to the development of two separate placentas, each with its own chorion and amnion. Fraternal twins are more common than identical twins and account for about 2/3 of twin pregnancies.So yes, the Olsen Twins are fraternal!

Well some Cousins look alike so likewise if a Cousin can look alike then so can Fraternal Twins
Identical Twins come from same Egg split in 2 but Fraternal Twins come from seperate Eggs.

Fraternal twins (commonly known as "non-identical twins") usually occur when two fertilized eggs are implanted in the uterine wall at the same time. The two eggs form two zygotes, and these twins are therefore also known as dizygotic as well as "biovular" twins. When two eggs are independently fertilized by two different sperm cells, fraternal twins result.
Identical twins occur when a single egg is fertilized to form one zygote (monozygotic) which then divides into two separate embryos. The two embryos develop into fetuses sharing the same womb. When one egg is fertilized by one sperm cell, and then divides and separates, two identical cells will result.
