Let's subdivide it here, if ya'll don't mind!
-Most rednecks in terms of numbers: Texas...just by virtue of it being such a large state
-The MOST redneck (basically, redneck and proud): West Virginia and Kentucky (tie)
-Meanest rednecks: Kentucky and Mississippi (tie)
-Loudest rednecks: Kentucky and Louisiana (tie)
Basically, you could call Kentucky a redneck state. While Texas and Mississippi have their fair share, I really LOVE those states, so I don't want to write those off; they have a lot to offer. There are rednecks everywhere, but they seem to be congregated with higher intensity in certain places. By the way, I have been to all the states I've mentioned, and I do live in Kentucky. Thanks!
Wait, notice I didn't mention Arkansas?! I've been there, it's not as bad as people make it out to be.

There's no defined area. It's basically where the Scots -Irish settled in the US. Yes many of them settled in parts of the South but they can also be found in such far flung places as New Hampshire, central Pennsylvania, and Bakersfield, California.
James Webb, a candidate for the US Senate in Virginia wrote a book about them..."Born Fighting : How the Scots-Irish Shaped America".

Don't forget regions that are not usually considered part of the South. Illinois south of Springfield is fairly redneck, as are rural areas of Indiana and Ohio.
And of course, there is Pennsyltucky.
Here's a ranking of Walmart supercenters per capita by state:
http://www.statemaster.com/graph/lif_wal_sto_num_of_sup_percap-stores-number-supercenters-per-capita
What's interesting about this graph is that usually the higher the state, the more redneck it is.
