I am not entirely sure about this but you have to think about the way a snare drum works. There is a series of springs which vibrate against the bottom drum head in a snare. He may have incorporated the snare into his bass because he wants the bass to activate the snare action. It probably gives him a little more depth to his snare technique and allows him to do other things with the toms if he can't hit the snare at the same time. Sounds to me like he might have developed a tom style that requires both hands to be executed properly but he doesn't want the snare beat to suffer for it. Remember, we only have two arms and two legs and not everyone wants to rely on a synthetic snare beat.
