To Haris, above- The key words are "draw lots". If it was stated as a decision made by the "organizing committee", I would not doubt the criteria for advancement you proposed - God knows what the hell the organizing committee might decide to use as criteria...prettiest uniforms? Enjoy the knockout stage.

"Haris" knocks Americans but hasn't got a clue himself. Copied and pasted from FIFA - short answer is drawing lots if no points scored at all in a group - not shots on goal or other statistical crap:
XVIII. TECHNICAL RULES FOR THE FINAL COMPETITION

Article 31 First round (groups)

5. The ranking of each team in each group will be determined as follows:

a) greatest number of points obtained in all group matches;

b) goal difference in all group matches;

c) greatest number of goals scored in all group matches.

If two or more teams are equal on the basis of the above three criteria, their rankings will be determined as follows:

d) greatest number of points obtained in the group matches between the teams concerned;

e) goal difference resulting from the group matches between the teams concerned;

f) greater number of goals scored in all group matches between the teams concerned;

g) drawing of lots by the Organising Committee for the FIFA World Cup™.

6. The two teams coming first and second in each group qualify for the second round.

Gosh how terrible football answers! I bet most of you are Americans. LOL no idea of the rules!

In case of a total 0-0 situation, the top two entrants would be decided by the number of SHOTS ON TARGET, and negatively marked by the number of SHOTS OFF TARGET. Still further, if that equals, the last criteria remains the BALL POSSESSION PERCENTILE.

---------------------------------
Dear JT (the guy below me):

What you've pasted is obviously correct - but the question was "what if all the group match goals and all the pre-group matches goal's etc etc. are nil-nil" It is a hypothetical scenario, hence the only point of yer answer that qualifies really is "g) drawing of lots by the Organising Committee for the FIFA World Cup™. "

Now, you haven't really looked into what is the criteria of the ORGANIZING COMMITTEE - I just mentioned the last criteria if every single other thing remained nil-nil.

My point still remains, sir. You see, when one says "decision of the organizing committee", it might lead a lot of people to think the decision being taken on the basis of the "ranking" of the country according to their FIFA RANKING CRITERIA - however, this is fallacious because FIFA rankings are flawed - trash, yeah! FIFA admits it. The consensus is a result of the factors that I have mentioned above, besides tons of others, which obviously have been ruled out considering the hypothetical nature of the question.

And I wasn't "knocking" the Americans, it was just a light conversational joke - since there were so many wrong answers about football rules!

I havn't a clue! That has got to be the question of the year!! Has it ever happend before? I would just turn the last to games of the group into knock-out games if they were both drawn 0-0 after 90 minutes. Let me know if you find out what would happen.

The odds of that happening has got to be really really low. I mean you get the odd goal less draw now and again, but for there to be six on the trot. Odds of one 0-0 is usually about 4-1, so that makes odds of six of them = about 16000 to 1
there would be about 16000 world cups before it happened, so I think football may be replaced by a more interesting game before it ever happens.

Wow good question never happened in the history of the world cup, that has never happend, could happend thou.
But statistically speaking, it would be like an 1:10000 probability that could, hapend. But if they did, Fifa would decide who pass on overall performance during and before the cup.
