Can anyone tell me the website where you can leave a message for motorists using the reg no. of their car?

It was advertised in service stations up and down the country but I cannot remember it. You place a persons reg no. colour of car, make and model, the location you saw them at and leave a message for them... What is the address of it, I cannot find it anywhere. Thanks :)
