After you block them you can send mail to
abuse@yahoo.com
or
abuse@msn.com
or
abuse@aol.com
Give them details of why you want to report this person. If they've violated the terms of the user/software agreement and you've provided proof...buhbye!

Go here- http://add.yahoo.com/fast/help/us/messenger/cgi_abuse and type the abuser's ID. then your email and describe the situation.
