I think that it depends on the amount of trust you have in your child. The things that go on in the world today, I feel that most children should own a cellular phone. Just make sure that you explain to them that the phone is a privilege, not a right, and that you expect them to use the phone wisely.

It just depends how you present yourself to your parents. If you act responsible and give them the impression that you wont charge up a massive bill, they should consider your request. I myself take the position that if the person says they will not abuse it, I will provide them their phone under the condition that if they screw up and cannot provide an excellent excuse for the screw-up, well you know. It just depends on your responsibility

No, but only a prepaid minute one that is for family security reasons not talking to friends! If they want to talk to friends let them invite them over to your house!
