Awesome, I love that movie, I just have not seen that one in a few years. My favorite though is things are tough all over, but all cheech and chong is awesome

The actor is Paul Rueben(pee wee herman). Not sure about the movie. Not Up In Smoke, maybe Nice Dreams, or Still Smokin'.
