Me and my dad (expert gardeners and fish specialists) say that vermiculite would be the best for that sort of thing.

Another option with be pebbles (mix colours for more visual effect).
If you get at least 3 sized pebbles or small river stones (raging from 5cm to 25cm) you can make a good foundation for the cactus.

sharp sand
mix pea gravel and sand together the plants require a mock desert so very little water should be used

there is no use on it, meaning cactus will grow anywhere you put them, be sure not to over water them.
