Example: HD, my fave testosterone hangout, sells lumber,,,IE: 2 x 4's by the linear foot, meaning they sell an 8ft board as 8 linear feet, etc. or any part of it. The issue with HD is that if they don't have something specific to what you want, IE: 3.5 linear feet, then you may have to pay the price for the next longer, available piece of lumber, whether you need it or use it all, or not. AND actually that is totally fair, as culled lumber has to be discounted.

A line that measures 12 inches. So say you are looking at a piece of wood say a 2x4, and you measure the lenght to be 12 inches you can say thats a linear foot. They ask you this because they sell certain types of wood by the linear foot measurements.

A "linear foot" is just a "foot" when used to measure certain things.
This unit is used for pricing a product that does not have standard
lengths. For instance, a store might sell you a 10-foot-long strip
of carpet (AstroTurf) for 10 dollars, or a 12.34-foot-long strip of it
for $12.34, etc. They would advertise this product's pricing as one
dollar per linear foot (lin. ft.). Other product examples are lumber
that is not pre-cut to standard lengths, and prefab kitchen counter top
that they cut just long enough to fit the width of your kitchen

As far as I know, normally people have an arch in their foot. Which help us to balance our body weight while standing and walking. Some persons either have no arch or flat arch.
In army or police services, It is assumed that people with flat or linear foot can't run as fast (in physical test) as people with normal arch.
