Is it possible for her to do a system recovery on that old of a computer and if so i need step by step details on how to do it please. Thanks

There were no system recovery back then. Get a new Dell for $299.00.

Dell Packard? Sounds wrong. If you have an original disc, you might. If not, it probably has a floppy drive, boot from that with an emergency boot disc, and do a format; then clean install a new Operating system.

get something other then Parkard bell!!!!
People that work to repair them call them Packard Hell computers they charge you more money to repair them and they have to install most of everything goto a computer store and get one made for you and buy software for it that is the most trouble free advice I could give anyone
