You probably got everything but the kitchen sink running in the background! People just dont seem to comprehend, all that crap you see in the lower right corner is using ram! Get rid of crap you dont use and disable it from loading at startup! Ram is the area your programs are loaded into when they run. The more crap you have using ram the less ram is available for other things. I really get a chuckle out of peep who insist on running their bearshare, kazaa, limewire, etc. It gobbles the bejeesus out of system resources! Not to mention the spyware, adware, viruses and trojans its infested with.....

Let the video buffer all the way. You'll notice on the little bar that shows you how much of the video you have watched, the amount you have looked at catches up to where the video has buffered. It just means your video card processes quicker than the network can send you the information.

Something wrong with your network. If you are on a cable network, it could be other traffic on the link. Or your ISP could be significantly oversubscribed (too many people using too little bandwidth). Or, the video site could be oversubscribed.

See if you can download the video first (if possible, assuming it's not live) and then watch it. Also try a lower-bandwidth or smaller version.
