When its filled with information that anyone can access. It shouldnt be cluttered and it shouldnt take like half an hour to load up. It should be simple but to the point. Free downloads is always a plus. Graphical illustrations and too many pictures lag a page, so I like sites that are not very loaded. I like simple, but informative.

It depends on what your site is about. If it is about a certain game, include a walkthrough, screencaps, and if possible, some other games by the same creator. If it is about a music group, include a list of songs, a few mp3's, a list of the members of the band (and what they play), and some pictures. These will also apply to any other topic. For the don'ts: Never put music on the home page. Not only is it annoying, if you are on it while someone is sleeping, you might wake them. Never use a layout someone else has made. Others might have the same layout as yours and it would be boring. I hope this helps!

The 'coolness factor' will very from person to person. I prefer sharp graphics and interactive content that don't take away from the experience of the site itself.
While some prefer fancy flash animations and others yet just want to see lots and lots of animations, no matter how cluttered the site is.
If a site provides a visual and interactive experience that makes me want to go back, yeh, I find that quite cool.
