Whenever I download something, I'll get high speeds at first, around 200 kb/s, then I'll drop down to 2-3 kb/s. Affter a few minutes it goes back up, but then it drops again after a while. It seem to repeat this process endlessly. I've tried several download managers, such as GetRight and FlashGet, but all of them have the same problem. Also, my Torrent downloads are affected the same way. Why is this?

I have a DSL connection, so my speed connection isn't an issue. This happens with all my downloads.

Well it may not be your Speed where your at but actually could be the end users speed where you are downloading from. They may post that they have such great connection when it turns out to be a dial up connection. You can check on http://www.bandwidthplace.com/speedtest/ and test your internet speed. If you noticed that you is fine than there isnt much you can it all depends on the end side.

Zypher is right, the site or person that you're downloading from effects the speed of the download just as much as your computer does. Also the more a certain download is copied into a new location the more likely it is to become slower when downloaded. You should always try to see the other persons Internet connection as well as the originality of the download.

What kinda internet connection do you actually have?

You could have an issue with your connection to your Internet provider also.
