these are short bushes app 4 feet tall, not sure of the type but want to move them to another location in my yard, when would be the best time to move them

Wait until fall. Best time to plant and replant everything. And most plants and trees are dormant. During the winter most of their energy is spent growing, and its easier for their root structure to take.

Move them during fall or late winter when they are dormant. When they wake up in the spring they usualy wont even notice the move.

In the fall when the sap goes down to the roots.
