I think 18 is the youngest age. Otherwise, your parents would have to be involved.
Carefully consider the ramifications of getting this surgery, because it can be painful and have a serious emotional impact. Plus, you may not have developed yet, but you may develop later. I don't think a surgeon should put them in a teenager in good conscience, because they aren't done developing and maturing.

Hypothetically they could be done at any time but any ethical surgeon wouldn' t even consider the procedure in a woman who wasn't fully physically mature. For most women this is at about age 18, but not necessarily true for everyone.

Think about mental therapy instead - against the lack of self-confidence.
