There isn't really much you can do to keep the wasps from building the nest in the first place. If there is a sheltered overhang that provides an ideal nest site, then wasps will be attracted to that site.
If you remove or kill off a nest, as long as you get the queen, then that particular group of wasps is done. They won't be building a new nest anywhere, since their reproductive potential is gone. If one nest is removed and wasps are still building, then it is a totally new set of wasps moving in.
Getting a nest early, when it is still small and the queen is still busy producing eggs that will become worker wasps is much easier than dealing with a large, mature nest.
With a small nest, one of the easiest ways to get rid of a nest is to burn it. Simply hold a wad of paper with BBQ tongs, light the paper on fire and hold it under the nest. The paper nest will burn quickly and cleanly. Make sure you have a fire extinguisher handy in case the fire spreads though.
There are also a number of commercial products, such as wasp bombs and sprays that are very effective. If you use them at night when all the workers are resting in the hive, they will be even more effective. If you use a light to illuminate the hive during this operation, make sure it is placed on the ground or an object several feet away from any people. If wasps exit the hive during the spraying, they will fly toward the light. Anyone holding the flashlight is unlikely to find this a pleasant experience.
One of the bonuses with using the spray on a wasp nest is that the (now dead) nest is still physically intact. This prevents any other wasps from using that site to build their nest. That's probably the best way to deter wasps from returning to re-build a nest.

smack them on the nose with a rolled up newspaper and in a firm voice say "NO! Bad Wasps... NO! We do not build nests on my house! NO we don't!"
That either works for wasps or dogs I can't remember?
All kidding aside, it's not your house it's the location. The last time you removed the nest the colony probably fled in a swarm.

But, in the evening to late night hours gently spray the nest down with COLD water from a hose. Try and replicate rain, not the pressure nozzle you use to clean your car. Wasps are cold blooded and will go to sleep and die if they get below a certain temperature. Those outside the nest will fly into the nest to get out of the rain. Give it a good long soaking for a good 30 minutes, what you are trying to do is suck the heat out of the nest as well.
Then rush in, spray it with wasp killer (not just bug spray, real wasp killer which is designed to kill wasps) wrap and duct tape a garbage bag over it quickly and cut it off/down.
If you want, have a cooler or garbage can with some foggy dry ice standing by, the cold and C02 pacifies and kills them very quickly.

Burn your house down, collect the insurance and move somewhere else. If the problem arises again at your new location, repeat the same method until the problem is resolved which is usually around October or November of each year. NOTE; Make sure you have a healthy insurance plan and have a friend do the burning so no one catches on!! Please don't think I am serious!! Some folks today??? Ya' just don't know!!!!

If there is a hive you spray kerosene on the nest and they will never return, its the simplest tactics followed in my household.
