9 out of 10 it its always the registry that causes problem. The registry is not an intelligent self maintaining component of windows.
It just gather info and retain garbage after a while. It is these errors that then causes Windows to hang up, slow down and behave in an unstable manner.
To refresh your OS you need to restore to a previous stable period - example your first install date. Try this first with Windows Restore Wizard. When this succeed, make a backup copy of your registry and simply overwrite whenever your system starts to slow down or behave abnormally.
To acess Windows Restore Wizard launch Help & Support Center. There's a link there on the opening page.
A new reinstall will always refresh your OS. Again do make a backup copy of your registry. Try WinRescue XP.
Another way is to "clean" up the registry as is, by running Registry cleaners or healers. There's plenty of FREEWARE version out there.
Also download a JUNK cleaner for obsolete files generated by a lot of programs that clog up your system. Most common is .tmp, .bak, .log etc.
