If she is putting on lotion prior to getting dressed and then she sweats during the day the lotion is holding in the moisture under the bra and could be causing the rash and/or pimples to form.
Try not putting the lotion up so high and/or putting powder under the breasts prior to getting dressed to help with the absorption of sweat/moisture due to heat.

I've had this too, I think it's common with larger breasted women.
I have an older sister who even developed a yeast infection under one breast.
Try using a talcum powder to reduce moisture under the breast.

the doctor is probably right...she also might be wearing the wrong bra size. you can go to any bra dept in a store and they can size you. a lot of women don't realize that they are wearing the wrong size. it can lead to a lot of problems and discomfort. good luck to her!
