London is no different from most major world cities. The fact is there is no more mental illness in cities now, than there ever was.
What has changed, is that cities and counties, no longer have the money, or won't spend it, to house these poor unfortunates, in a hospital, it's too expensive, and taxpayers, rebel against the cost of upkeep.
So those sick people just roam the streets now, having nowhere else to go. A pretty sad state of affairs. So now, you just see more of them around, that we did in previous, more enlightened times.

People are getting so tired of the expensive nature of the place, the only way they can cope is go 'crazy'
