No, I don't think it is the same thing. Though very unlikely that you would only have an oral encounter and not sex. I think there must be penetration in order to be counted as actual sex referring to intercourse. Now there are sexual acts that includes oral and such but it would not be correct to say you had "sex' with them. Virgins would not loose their virginity by fellatio or cunnilingus.
The key is the penetration being present or not to define actual sex.

It only doesn't count if you're the President and claim later that you didn't think it was sex. Then you fire the Command Sergeant Major of the Army for mentioning, as a joke, the size of his anatomy and an airforce pilot for commiting adultry.
If it's a man recieving, wouldn't something be penetrated? I don't want to be graphic but I consider it penetration.

President Clinton really was wrong when he said "oral sex is not sex." Oral sex is not intercourse. Anytime you involve contact with someone genitals, you should consider it as sex.

about 2 thirds of males think yes -- the other third think no -- and the number who think no is going up (to about 40% among the younger ones.) I always have thought yes -- but I can be persuaded no. Certainly it is not considered to breach virginity for straight girls and never was (didn't break the ... hyman?) so even if it is, as I think it is, sex -- you are a virgin after you do it.

Yes, oral sex is sex. The ONLY STD (if you want to call it that) that you can't get from oral sex is pregnancy. Take precautions, always.
