County Recorder - the property taxes are being paid by someone. The information is generally available to the public. However, if the estate is in probate or being settled contact information may be outdated until the estate is settled.

Any part of the government that collects taxes on the property should have that information, or know if the property is in probate court. I would start with the city, or county clerk's office.

City Hall, Clerk of Courts. They should have books to let you know. Some cities actually let you look it up online, for free. Try a link form a local real estate agent as well.

The council willknow- whether they can give you that information or not is another thing. It seems such a shame when houses are not occupied and so many people need them

If the property is in the UK you can obtain this information from the Land Registry.
