Try one or more of the following options:

- Announce happy hours during non-peak hours or lean hours of business and offer food at attractive discounted price. Let the people come, taste your food and come to know of menu items' prices, and let your restaurant be popular among the folks.

- Offer competitive priced food of good quality during peak time of business.

- Contact nearby corporate offices, companies and distribute discount coupens to the employees for them and their families to come and have food at your place during week and at weekends.

- Contact tourist agencies to bring their tourists to your place for meals etc and offer them incentives for that.

- Launch weekend schemes, incentives etc. to encourage people to come to your place.

- Offer free home deliveries or office deliveries for food for certain amount and above bill, so that your costs are also met and you make reasonable profits.

I have always thought it would be a good idea if restaurants offered free samples. Have a rotating menu of free samples of menu items. Then advertise about it. That way, people will get a taste of your food and won't be afraid to try new things. Obviously, there would have to be a limit to how many a person could have.
Let me tell you something that is very important. Atmosphere. No body wants to eat in a place that is dirty. Play soft music, have partitions so people can have a semi-private conversation. I hate eating places where everyone can hear what I am saying.

Advertise. Stand outside and offer finger food samples as people pass and for a couple of weeks have the prices low and that will get people in. Eventually, you can start raising the prices and if your restaurant is good you will have a lot of business.

Advertise, Advertise, Advertise!!!

If you don't have the upfront costs to do fliers, newspaper ads, or commercials... the best way to get the word out about your new resturaunt is word of mouth. The best thing about this is... it is free. How is this free?

In small towns, word of mouth is the only news. How can you spread word of mouth?? Free food. Offer discounts, food tastes, free meals with purchase. Donate coupons to local schools, swap coupons with other local business, etc.

This is the best way to spread word of mouth. If your restaurant is any good... it should flourish in no time. I hope this helps.
