We have done everything
1) walked down and asked him to turn it down- many times
2) called the cops at night
3) told the HOA
He owns the home beneath us, and we own our home so it's not like the usual renting situation. The music is so loud it rattles every glass in our house, even some our pictures slant with the vibrations.

I know he views this as cool (or maybe he did once and now just cant hear). And he is rude about it. I went down today since I needed to work at home, and asked him to "turn it down a little" he accused me of being over educated and "tryin' to regulate him". I don't know what to do, it's overwhelmingly loud, it's more then obtrusive.

What's the next step, where do we go, what can we do?

Call the police. Not the emergency number but the desk number. Speak to one of the desk cops and explain the problem. Ask them what you should do.

I have the exact problem where I live, but my noise is over my head. I believe I live below 3 wild rhinocerous. I have called the police station and they have a neighborhood "specialist" who does nothing but resolve issues like this. Maybe your city has one also.

I would call the police on him every single time he does this. Disturbing the peace is against the law. And don't just have the police give him a warning. Tell them you want to press charges against him for disturbing the peace. He has no right to disturb other people around him what so ever.

Is there a time that he doesn't play it loud? Maybe when he is sleeping? Try turning your up! There are laws regarding noise and he should be ticketed.

Find out when he sleeps, then play some really annoying music as LOUD as you can (like Michael Bolton) and play the same song over and over and over again until it makes him absolutely crazy.

He sounds like a real ***, BTW.

I know you said that you called the cops, but do it again. Thats what i did. I did it almost every night and finnaly the guy turned down his music.

I would go into city hall and let them know whats happening, my husband is a city manager and I know if things don't get taken care of in certain departments they come to him to get things finally taken care of. Go to city and tell them you have contacted the police and nothing is being done, you need help.

Well the only thing I know how to do would to call the police if it got too loud or maybe consider moving if he doesn't stop..

Keep calling the cops. They should be writing up noise violations and giving him tickets.

Keep reporting him to your HOA. If they refuse to make the situation better than sue them. There are probably others around you that are annoyed by him also.

If you keep calling the cops they will eventually get sick of coming out and might arrest him.
