Tearing mechanism and all the parts of the body associated with tearing can work still underwater, but the tears would just mix with the water and you would not be able to see it flow. Chlorine in a pool could probably make tearing abnormal since it is an irritant. Tear flow quality and quantity differs with eye dryness, eye irritation, etc, so if in water and not DRY, the kind of secretion concentrations vary. Some secretions are more mucusy than others, some are more watery than others. Chemicals in the water or air would-could affect what kind of teary secretion you got from the cells secreting protective substances. Tears from emotional states (fear, sad, mad, joy) are usually very watery. If there are microbes in the eye or a harsh chemical, macrophages and other protectice cells will intervene and make the secretion a little thicker, mucusy and maybe even pusy if there is bacteria-fungi, etc. irritating or inflaming the eye.

Yes they will, in much the same way that water will flow if you stick a garden hose underwater in a partly-filled swimming pool.

Not in the sense you're asking, but tears are released anyway and they get mixed with the water..Remember there's less gravity under water so tears can't flow down your cheeks...
