Baby skunks can spray at any time. They are born with the scent glands. However, the amount that is sprayed increases as the skunk grows.

I haven't been able to find anything that says, but I've handled young skunks and they're quite playful and cuddly. They are mustelids which are reknowned for their mischieviousness and playfulness.

Before handling them you should consider what effect it might have on their welfare in the longterm and whether the mother is about (she's not likely to appreciate it). But just having them around isn't likely to be a threat for you.
