1. You probably have too much crap running in the background for one thing. Check to see whats running in startup. Most people dont understand that having these things run eats up valuable ram! If you have things running you dont use then shut them off! The more ram you have available the faster your system will run.
2. You may be one of the many users who insist on downloading free music. Believe me nothing is free! I have found , bearshare, kazaa, limewire, etc. all are infested with adware, spyware, trojans, hijackers, and viruses! Anyone who tells you they arent is an absolute idiot!
3. Online games, porn sites, gambling sites, etc are also infected with this crap!
Download yahoo antispy and run it. I am betting you find tons of this crap! Once your computer is back to par dont go back to these sites!

First of all open the system cabinet remove all dust.
IT will improve the cooling of your pc.
RESULT:
Remarkable increase in the speed.
If you run windows xp minimum ram should be 256mb.
If you run windows 98 minimum ram should be 128mb.

don't forget to upgrade your BIOS, directx and other software,
makesure no spyware, trojan or anything like that
open multiple windows at once, so you don't get bored waiting , but no frenzy download
and I guess DSL is fast enough , since i use dial up >.<

clear cashe and all temp files.....
when that is no good... do a good backup and a send one incase the first one doesn't work
The ultimate last thing you should do is reformat your HD and reinstall the OS and programs... then restore only documents and files that are important....
