I'm trying to run Act of War on my computer and it says the craphics card doesn't support pixel/vertex shading. Can I enable it or just bypass checking for it?

Unfortunately no. Pixel and vertex shading are hardware features introduced with DirectX 8 cards, I believe. Even if you could disable the checking, your hardware is likely incapable of playing the game. The good news is if you have a desktop computer, DX8 cards are relatively cheap these days. You can pick up a nVidia Ti4200 card for $20 on ebay and it's not a bad card for that money. Cards that were top of the line only a year ago and are DX9 capable cost as little as $100 these days.

Your card must have vertex and pixel pipelines to work. But here is something that simulates Pixel and Vertex Shader. its called 3D analyze.

Not unless it originally came with these features. Try the manufacturers website for detailed info on your graphics.
