I am not computer savy. Some how the toolbar has gotten larger and viewing screen has gotten smaller than the moniter screen. I have tried to reset, but am affraid I will make it worse.

It sounds like the settings on the monitor itself. Usually there are some buttons on the monitor that will activate a menu so that you can adjust the viewing area. The options usually include making the viewing area wide/narrow, tall/short, moving it around, and another one that I can't think of the name.. This last one changes how "square" it looks.
Mess around with those options, you cannot do any real damage, and it is easy to undo.

I don't know what the population is. I live on the MS Gulf Coast. The is a lot of big city stuff here for the tourists. We locals have our own spots. Many are the same one's we had when the area was not a destination for anything.

go to start-> control pannel-> (opps i forgot)
any way try this right click on desktop, sellect setting set font size or screen pixel resolution,
sorry i dont remember very well.
i m out of this from long time now

on your regular screen, right click and a box will come up... at the bottom is properties, click on that and go to settings... fix your screen resolution until it is right. Good luck.
