Yes. A penis is measured while fully erect. If you want to know, then keep a ruler handy - only takes a second. LOL

What do you think. Damn well hope it is during an erection or the average of 6 inches is a worry.
And then what do you measure. From the knob is easy but where exactly does it end. You try it! Either way I add a couple of inches, spend no time measuring the damn thing and just perfect my technique!

It depends on if you want the flaccid measurements or the erect measurements.
Usually they are looking for length during a raging hardon.
