What is meant by the term, other than just another way people have to put othe people down. IOW, who do you think you are? Labeling is wrong.

would you call a person a second grader for life? labeling is wrong, for people, those who feel they are better than someone else, i.e. homeless or just poor, better be darned sure it can never happen to them. Because a prolonged illness, a vengeful enemy, or any of a hundred other things could happen to change your circumstances and you could be homeless. I worked in a shelter and not one person there ever thought it could happen to them. For some it was a mental illness, for others an accident left them unable to work even for years. Not all homeless of poor people are alcoholic, alcoholism is the escape from the already dire circumstances.

It would refer to people of lower socieconomic backgrounds. Also known as "bottom feeders" or "underclass"
