Cleanest beach and water?

Last time I was at Santa Monica it didn't look horribly bad, Venice usually has to keep itself up because it is in movies and such...but I can't confirm water quality.,...I'd say that Malibu is decent..but Im not sure that it is still in LA county,,,I know however that Newport is definitely Orange County..

Hermosa Beach or Newport Beach
Great surf at both, clean beach, water is nice, and Hermosa Beach is of the path and not many people go there....good luck
