Basically, a technical writer does one of a few things (it's a very commonly used term, and has many meanings):

1 - Write instruction manuals for software and hardware systems.

2 - Create white-papers and other technical documents

3 - Edit/revise the above written by engineers

There are lots of other things tech writers can do, but from what I've seen those are the three main jobs.
