Right up my alley! Yes. it depends on the city. Some communities don't require much, if anything, besides a driver's license. Some city's are highly regulated.
Check with your local police department. In most communities, they are the ones who issue a cab driver's permit. In some places, the permits are county wide, and in some places it is a state function. Do a search. Suggestion: "taxicab permit, license, (your city, state).

You can use your regular auto driver's license. The cab, however, is another story. Cabs are leased for a certain amount of time from cab companies that are licensed to do that type of business. As far as your financial responsibility, you need to consult with the cab company regarding what is your rate of commission or whether you simply pay a flat fee.
Overall, I hope that you like driving in heavy traffic and all kinds of weather. What about your driving record? Cabbing is not a glamorous occupation and the pay?... Buena suerte.
Mr. M on cabbing.
