You can write an infinite loop which increases in size and storage. Eventually it will crash it.
x=1
while X > 0
do
X=X+10000
done
Something similar to that but a lot of variations could be depending on what exactly you'd want to "crash" and what you mean by "crash". i.e. lock up, blue screen, max HD space, etc.

Go to:
>Start
>Run
Type in regedit, click OK
In the Left window start deleting random files in the registry, when you've had enough, reboot the computer, you'll almost guarantee a blue screen of death that will make you reload windows before you ever get back in it. ;)

This question is to vague! Do you mean someone else's or your own? I would hate to think you are talking about someone else's, because that would be totally messed up!!!
And by the way, THERE IS, but you ain't gonna hear it from me!!! You see that is totally illegal. Don't you see, you are messing with someone's life. switch it off! without shuting anything down!
and start deleting everything for the system files!
you can create some wicked crashes doing that!

write a batch file that contains the command shutdown -f and create scheduled task that will run on logon.
example:
filename - shutdown.bat
contents-
shutdown -f
