Does it say like "Active Destop Unavailable" or somthing similar?
If it does that is just Microsoft f*cking up again, restart and change your background by right clicking on the desktop and clicking properties.
If not, you should just delete "wamhp.html" because that is what is probably hijacking your desktop

Download smitRem.exe, saving the file to your desktop.

Double click it to extract the contents to a folder of it’s own.

Restart your computer in safe mode, logon to the user account that is infected, open the smitRem folder and double click the RunThis.bat file to start the tool.

Follow the prompts on screen and allow disk cleanup to complete.

Upon reboot, you can reset your desktop background.

Note: XP users using the XP theme may experience a change to the Classic Windows theme. This can be changed on the themes tab of desktop properties.

Download spybot for one. It sounds like there's something else on there too. Not just spyware.
I say this a lot only because it helped me.
1. Turn your 'system restore' off
2. start you computer in 'safe mode'
3. Delete the file yourself because now it isn't in operation but you might have to change whether it's write protected by clicking on 'properties' OR run your anti-virus program from 'safe mode'
4. Restart you computer in 'normal mode'

the desktop background(file) was deleted you will have to set a diff. BG by right clicking on the desktop - choosing properties, selecting the desktop tab and choosing a different one. After that click OK.

Download and run spybot (see for link below) this will fix your problem. Also check for viruses, you can download a very good one for free at www.antivir.com.
