i've seen that alot because the waist band of the underwear is always exposed. so i'm wondering why would any one wear actual clothes while swimming? isn't that the point of swim-wear???

The underwear that is sewn into most swimming trunks are barely worth anything.. They dont support your genitals very well unless you are very small down there and after a couple of uses the underwear rips.
It also feels weird to have my "package" exposed for everyone to see, especially if I get a woody. Everyone will be able to see the size and shape of my tool the moment I step out of the water. Regular underwear gives you that added support and protection.

I do, but I also haven't been swimming for like 15 years. It just feels awkward wearing only the swimming trunks, I guess.

most guys' swim trunks come with a net lining. some, however, do not. some guys will wear underwear to keep their package secure, and intact.

hey i wear underware under my swimming short because the stuff inside the shorts makes me fell naked, oh and i also do that so if i jump in the water and my shorts come off i still have something on and im naked uder water.

It shows that man are more shy than women. This is really the fact. Women can chat in restroom with a stranger or exchange pads. Man don't talk in restroom, it'll be strange.

i don't know about other guys, but i do this because of ehem.. .......lets just say there would be alot of "irritation" if i only wear the swim shorts with nothing under them. hope this answers your question!

BECAUSE WITH WATER IN THE swimming shorts YOU ALMOST CAN SEE THEIR DICK SO THEY SHOULD WEAR SOME TIMES

you must be refering to that younger generation that love to show the world their boxers - I can't stand to have anything on under my swimsuit - and if they would let me - I'd rathe not wear my swimming suit :)
