A politician during his campaign was proud to term New Orlean Chocolate factory. Why? and what is the relationship?

The current mayor of New Orleans, Ray Nagin, called New Orleans a chocolate city, in reference to the large percentage of African-Americans and the debt the city owes them in terms of the culture that permeates the city. This was seen as a major misstep because it was seen as alienating the white population of New Orleans. Nagin tried to explain it by saying that chocolate was made with both milk and dark chocolate. This didn't seem to help. After the campaign, making fun of himself, Nagin said that he wanted all New Orleanians to help rebuild the city, whether they be white chocolate, milk chocolate or dark chocolate.

African American = dark chocolate
Caucasian= white chocolate
you mix the two you get Milk Chocolate (or something like that)
which is a good combination
He was saying we need both black people and white people to make the city and everyone should move back to NO to rebuild and Shi% like that!
I dunna bout you... but until they make some serious adjustments I'M NOT GOING BACK!
My family moved to Houston and SWEAR there is a bill board that says "Vote for YOUR Mayor RAY NAIGAN" ohh please shoot me. When I found out they voted for him AGAIN, my immediate reaction was "ohh sh$$ we're all gunna DIE"

It is a racial thing, suggesting that New Orleans is made up of more African Americans than other cities and he is proud of it.
