first, write a proposal for the law and send it to your congressmember. then, write a petition for your law and get people to sign it, and then request a meeting with your congressmember to talk about it. that's what i would do.

You can't. Laws are made by political process. If you have a problem with something write to your member of parliament/congressman and ask them to try to do something about it.
