Definitely not Arabic. The kingdom of Persia was located in what is now Iran. The ancient Persians spoke what is now known as Farsi. Farsi was given new life and preserved by the writing of the Shahnama, an epic poem written entirely in Persian. Most modern day Iranians are Persian, not Arabic. Also, there were any number of kings of that empire, the most famous was probably Cyrus the Great.
