I am moving out by the end of July, and she has a $200 deposit of mine, is it fair to presume that she should keep that if there is damage, but I intend on fixing it?

Just short her $200 in rent for July (assuming she pays it).

If she's crazy there is no garantee that she will give you the deposit back even if you fix whatever damage you have caused. Have you asked her already if she'd pay you back the deposit in turn for you fixing the damages?
Maybe she'll be cool about it and give you the money, but then you have to hold up your end of the bargain. I don't think this is likely to happen though, so If I were you, I wouldn't fix anything and not expect any money either.

I would have the landlord take a look at the apt after you fix what you need to fix. This way they can take out what they feel is necessary and return what you have coming.

If shes crazy, let her have it, think about it, how far is $200 really gonna get you.
