In case you miss the other one I will answer both:

In a residential building the guardrail must be at least 36" in height. The requirement is that a sphere 4" in diameter can not pass though the openings in the rail. That 4" measurement is the same for all other occupancies too like commercial buildings. However, in a commercial building the height requirement for a railing is 42" minimum.

You will have to check with your local codes; they vary from city to city.
Typically 36" to 42" high and the rails have to be no more than 3 to 4" apart.
