In left to right order, to "commemorate the founding, growth, preservation, and development to the United States."

Washington for founding, Jefferson for growth (expansion/Lousiana Purchase), TR for national parks, Lincoln for development of the Union beyond slaver.

I've checked the Mt. Rushmore website, and while I can find out why these four presidents were chosen, I can't find anything that explains the order. Perhaps, since it is a sculpture, it was merely an artistic decision and that it was felt it looked better in this order. But I don't know.

NO I don't think so. All of these men are no more important than the other. And birth or presedential order is not it since Roosevelt comes before LIncoln.

Based on aesthetics, order of when they were added, and the personal preference of the folks doing the work.
