No, the 1999 Prelude has an H22 engine, which was only offered in the Prelude. Depending on which Accord you have, you probably have an F-series engine (4 cyl) or a V6, which definitely won't work. I'm not sure what you're trying to do, but if you're just looking for a replacement part, buy one for the engine that you have. Otherwise, if you want Prelude performance, buy an H22 engine and throw it in your Accord. It will take some modification, but it will work, although it's not a common swap. It does not matter that the two cars are different models... what does matter is what engine is installed in each. On each engine you will find a stamped code. It's usually visible from the front though you might need a flashlight and wipe away some dirt/grime.
If the two engines are the same code, you're in, the heads will be the same. If they are different engines, I doubt the heads will interchange but I could be wrong.

There are TONS of cheap H22's out there with low miles. Go with one, you won't regret it.
