Well, you seem to have made a good start. May I just correct a couple of things so that you know for the next time...
College (not collage.)
but (no put, put means to place or set something somewhere.)
I want to be good at speaking and writing (the 'at' does make a difference!)
My next tip would be to avoid learning English from people on the internet (such as Answerers on Yahoo) because they tend to use incorrect English that cannot always be understood by other English speakers. Things like capitalizing 'I' (e.g. I was at the shop - NOT - i was at the shop.) or apostrophes (I'd like to buy an apple - NOT - Id like to buy an apple.)
So if you are going to use your computer to help you learn English, stick to sites that are dedicated and designed to teach English as a second language. You could try the following site:
www.learnersdictionary.com
I'm not sure how good it is, but I know the English dictionary on it (found at www.m-w.com) is pretty good (just watch out for Americanizations, it is better to learn English first and not American-English (unless you do not intend to visit the UK) because it may annoy people from the UK to hear an American accent from someone who is learning English (this may not be general to all people, but I personally am one of those people.)

~Hello
I wouldn't say that i have a very good command of the language as I'm an Asian. But some advice i hope that would be useful to you is that if you want to improve your English you would have to actually "exercise" your senses in a way.
What i mean is that you can turn on to the BBC world service on the radio where you can listen to fluent English. However , if it is too difficult to comprehend, you may want to look out for some Asian radio where they broadcast in English. Also, listening to English songs would help to make it more enjoyable.-A wild thought , ha ha.
Secondly, you should also pick up reading English newspapers or books.Put a dictionary beside you to look up for the difficult words that you come across.
Third, watch English shows and you can also try finding some CDs that teaches the language and borrow them, you don't have to spend money!
Finally, the best method is to seek consultations from your tutors as they would be able to point out the difficulties that you have and help you improve.
Overall, listen, read and write more of the English language.
I can see that you have the drive- (the motivation..in case you don't know) to improve your language which is great.
Happy learning ! oh i forgot.the last sense , speak more English. it'll help.it will be difficult at the beginning but it will be easier as you progress.
Bye !

I can tell you what NOT to do--don't speak or write like many of the people on Yahoo answers. The fact that you said you wanted to learn "well" instead of "good" shows that you already are better than many native speakers of English. My mother came to this country from Germany and learned a lot of English by watching television. I think there are also computer programs you could purchase--they'd be cheaper than actually taking a class. But, do check with your local school district. They may offer adult education classes in English as a second language, and those classes are very inexpensive for residents of the school district.
Good luck! Anyone who is as highly motivated as you are will do very well, I know.

I learned a lot of my English from watching TV shows and movies. Also from reading magazines and books in English. If you don't feel your English is good enough to read books, try starting with children's books. You should also look for educational English kits to help you learn English at home and on your own.

Yours is better English than most native English speakers on this website.
I would suggest you read easy stories or poems in English than go on to harder English. But your English is pretty good so just go on to harder English. There are several websites that post entire books on the Internet. Just type in free books on Internet or something like it and you can find the websites.
