Outlook Express doesn't have a Favorites tool. If you're referring to Internet Explorer Favorites, go to "File" - "Import and Export" and use the wizard.

First of all, Outlook Express is NOT a browser!

In fact, it is nothing more than a (very troublesome) tool to access email from web servers.

Here's a tip: Take a short or long course in simple IT and ask your tutor.

If you're moving your favourites from Internet Explorer to Firefox, Firefox has an option as part of its installation which will take care of all that for you automatically.

But if you're talking about moving your mails from Outlook Express to Thunderbird (the Mozilla mail client), the same applies - Thunderbird has an import facility too.
