There are basically two things you want to do: 1) get the water away from the house and 2) seal the wall to keep water from leaking in.
First you want to get the water away from your house. The best way to do this is to put an extension on your gutters to channel the water away from the house and to gradually slope the ground down and away from the house so that any water that hits the ground flows away from the house. You also may need to dig around the house and line the outside of the foundation walls with plastic and lay a drainage pipe in the ground a few inches below the depth of the base of your foundation. Put gravel around the drainage pipe to allow the water to get to the pipe, but don't continue the gravel more than a few inches above the pipe. If the gravel is filled too high it can push against your foundation wall and tend to want to push your basement foundation wall in.

First, you will need to fix the area outside your foundation to prevent water from pooling next to it and allowing water to infiltrate. You will probably need to dig it up and install some type of drainage system to move the water away form the foundation. You can also apply a fresh coating of coal tar epoxy to the exterior of the foundation. The joint between the walls and the slab can be an area that is particularly prone to leaking if the builder did not key joint or pour monolithicly. Then when you replace the soil, be sure you have a slope away from you house.
After this is done, you can apply coating to the interior of the basement that will help seal the walls. If you still have trouble with water infiltration, you may end up having to put in a sump and pumping system inside the basement to collect and discharge the water out of the basement.

the dirt at the house should be higher then the yard
