A single straight hair is shaped differently than a curly hair. Whereas a straight hair is shaped like a long cylinder (think of spaghetti), a curly hair is like a flattened long cylinder (like linguini or fettucini). This flattened shape is what makes it come out of the hair follicle at an angle - the end result is a hair that twists and turns as it grows longer; thus a curl or kink. Different hair follicles produce different types of hair...

Different types of skin contain different types of hair follicles - So skin on your scalp is different in its histology than the skin on your arms; thus your arms are not covered in hair the way your scalp is. Of course, one's genetic background is also a factor in determining the location / amount / quality of curly vs. straight hair. Some people have curly hair on their scalps, for example, while others have straight hair. It's coded for in our individual DNA.

Tickle factor.

Pubic and arm pit hair has a protective function as well as probably designed to hold a scent as well. The coarse curly hair performs this function much better than long straight hair (imagine underarm and pubic hair being thin and straight, with no limit on how long it might be...together...owww!) Or imagine coarse curly hair that is not very thickly distributed protecting your head from the sun...you'd look funny too.

hairs on my arms and legs aren't curly though at those certain areas are (you know where)

hey, hairs on my head are curly (wavy rather)

it's because ur head has longer hair and ur other areas have short hairs..and they just curl..

for these "pinch" spots, - it's used like a dry lubricant. Stops chaffing.

Works great too if you ask me!!
