Actually, there was a reason to it. Picture a person's body... the body itself, with a rounded shoulder at each side. Long ago someone decided that a road was much the same...picture looking at a road at ground level...main body of the road in the middle, rounded shoulder at each side (for drainage). That's basically it.

Because a shoulder is what people "lean or rest on" and it is considered a strong part of the body (example: Atlas held the world on his shoulders), and is considered the side of where a weight would be carried across the back - so you would want to rest your vehicle on a shoulder, not an arm or knee or other part in comparisons between body and road.
